Recommendation #1
Whereas CUSD #2 is experiencing the issues of uneven enrollment per building and insecure funding from state and local sources; the superintendent of CUSD #2 makes the following recommendation.
CUSD #2 will change the current structure of schools; that being 3 K-8 buildings located in the towns of Sheridan, Serena and Harding to graded attendance centers with the K-2 building located in Sheridan, 3-5 building located in Harding and the 6-8 building located in Serena at the beginning of the 2011-12 school year. By doing so, the District can realize a centralized curriculum in each building and financial savings as much as $170,136 per year. (This amount is based upon the following; the elimination of 4 teaching positions by allowing class sizes up to 30 in grades K-5, the projected 2010-11 enrollment numbers, the 2010-11 base salary and the 09-10 insurance premium per person)
Recommendation #2
Whereas the enrollment issues the District has experienced have been and are dealt with satisfactorily with current policy, the District is not in dire financial straits due to the available fund balances and the academic programs currently in place demonstrate a great deal of success, the following recommendation is made:
CUSD #2 will stay with the current grade structure of 3 K-8 buildings located in the towns of Sheridan, Serena and Harding. The Board further directs the superintendent with consultation of appropriate Board members to develop criteria (triggers) whereby the option of switching to graded attendance centers will be pursued. After the development and approval of these “triggers” by the Board of Education, the Board will utilize them to assess whether the District should switch to a graded attendance centers option. The assessment will occur yearly at a specific time of the year, to be determined by the Board of Education. The assessment will occur at a point in the year where by sufficient notice will be able to be given to affected staff and community members.
